This appeal concerns a determination whether the timber harvesting operations carried on pursuant to the Zberg-Nejedly Forest Practice Act of 1973 (Pub. Resources Code, Â§ 4511 et seq.) ("Forest Practice Act") and the Forest Practice Rules (Cal. Admin. Code, tit. 14, Â§ 911 et seq.) ("Rules") are subject to the provisions of the California Environmental Quality Act of 1970 (Â§ 21000 et seq.) ("CEQA") and the Guidelines for the Implementation of the California Environmental Quality Act (Cal. Admin. Code, tit. 14, Â§ 15000 et seq.) ("Guidelines"). Appellants (defendants below) are three timber companies: Arcata National Corporation, Louisiana-Pacific Corporation, Simpson Timber Company, and intervener California Forest Protective Association, a nonprofit corporation formed by the owners of timberlands. Respondents are the Natural Resources Defense Council, Inc., an environmental group, Northern California Council of Fly Fishing Clubs, an unincorporated association, and Rudolph W. Becking and Arthur J. Hammond as individuals.
